## Health snapshot
- **Portfolio under management:** ~**307M EGP** of planned work (B2 contract 71.7M + C baseline 235.2M).
- **B2 execution:** **5.44M certified** of **71.7M** contracted = **~8% complete**. Two certificates issued (2.93M + 2.51M) — the engine works, but throughput is low for the time elapsed.
- **Biggest lever:** **Building C (235.2M)** is 3.3× B2 yet still has **no signed BOQ** — the single largest value item is uncontrolled.

## What's working
- Interim-certificate process is live and auditable (BOQ → مستخلص → approval → certified value).
- B2 is fully costed and phased; the weekly cash-flow plan (66.2M) reconciles to the P6 baseline within 0.05%.
- Overheads and marketing are explicitly budgeted (25% / 13%) — the as-phased profit is a real underwriting number.

## What's at risk
- **Pace:** at the current certification rate B2 runs well past plan — progress (~8%) is behind where the weekly S-curve expects you to be. Slow certificates = slow collections = cash strain.
- **Building C uncontracted:** 235M of value with no BOQ means no billing basis and no cost control on 76% of the portfolio.
- **Cash timing:** billing weekly only helps if certificates are approved weekly; the approval cycle is the bottleneck.

## The 3 priorities that matter most
1. **Contract Building C** — convert the 235.2M P6 baseline into a signed, priced BOQ. Highest value, highest leverage.
2. **Speed up the certificate cycle on B2** — move from ad-hoc to a fixed **bi-weekly** مستخلص rhythm to pull collections forward.
3. **Put cash on a 13-week view** — track certified vs planned S-curve weekly so slippage is visible the week it happens, not the month after.

## Next 3 actions
1. This week: issue **B2 Certificate #3** for all work executed since 12 Sep, and set a standing bi-weekly certificate date.
2. Within 2 weeks: finalize and sign the **Building C BOQ** (rates + quantities) so billing can start.
3. Stand up a one-page **cash dashboard** (certified vs plan-to-date, collections, runway) reviewed every Sunday.
